FLOW drew on the expertise of transport professionals to define congestion and the role of walking and cycling in that context.
The FLOW consortium believes that policy makers must be well informed about congestion and the impact of walking and cycling measures on congestion. Therefore, as a first step to arrive at a common understanding of congestion, transport experts were invited early in the project to provide their insights on congestion in general and on the interrelation with walking and cycling measures by taking part in the FLOW survey on urban congestion. This allowed FLOW to collect different perspectives on definitions and indicators of congestion.
The survey informed an expert workshop held in Dublin in November 2015. This workshop was held to discuss in detail how policy makers in European cities could measure congestion and its impacts, how the impacts of walking and cycling measures on congestion could best be assessed and how such effects could be communicated. The survey results also fed into the FLOW conceptual framework and provided input for the FLOW Market Forerunners.
